Doctor of Technical Sciences (1994), professor. He graduated from Tashkent Polytechnic Institute in 1978. He was a postgraduate student and laboratory head at the Institute of Cybernetics of the Academy of Sciences of Uzbekistan, professor at the Academy’s Scientific-Educational Center, director of the “Sovrin” Scientific and Technical Center and the “Computer-Asia” Scientific and Technical Park, deputy director of the “Info-Fan” Center under the State Committee for Science and Technology, director of “Insoft” within “Uzinkomcenter” of the Ministry of Foreign Economic Relations, executive director of the Association of Libraries of Uzbekistan, program coordinator at the Open Society Institute, and head of a department at the Alisher Navoi National Library of Uzbekistan. Since 2013, he has been professor at Tashkent University of Information Technologies. M. Rahmatullayev conducted research in systems analysis and control, modeling of complex technological systems, optimal control, digital twins, and decision-support methods, and developed digital-design algorithms for high-precision processing. He has authored and led more than 30 national and international scientific and applied projects. The book reports more than 280 scientific articles, more than 90 scientific works, monographs published in different years, 6 scientific-methodological manuals, 2 textbooks, and 6 software certificates. He trained 8 Candidates of Science and 2 Doctors of Science. He was awarded the “Do‘stlik” Order of the Republic of Uzbekistan (2011), the “Excellence in Information and Library Work” badge of Uzbekistan, the “Kitepkan Zhildiz” badge of the Kyrgyz Republic, and was elected an academician of the International Academy of Informatization (2016).
