Doctor of Technical Sciences, Professor Shavkat Khayrullaevich Fozilov was born on January 14, 1949, in Nukus, Republic of Karakalpakstan. To date, Shavkat Fozilov has held a number of positions, including Deputy Director for Scientific Affairs of the Research Institute at the State Institution “Scientific and Innovative Center for Information and Communication Technologies”, Chief Researcher, and at the State Institution “Research Institute for the Development of Digital Technologies and Artificial Intelligence” — Head of Laboratory, Advisor to the Director, and Project Leader.
Shavkat Fozilov is a recognized eminent scientist in the field of artificial intelligence, who has made a significant contribution to the development of this field and achieved major scientific results in the context of solving problems of pattern recognition and machine learning. His proposed approach to intelligent analysis of various types of data, which allows transitioning from descriptive and abstract values of features to their numerical representation, is particularly noted.
In 2003, on the initiative and with the active participation of Professor Sh.Kh. Fozilov, the first and only academic lyceum “Computer Technologies” in the system of the Academy of Sciences of the Republic of Uzbekistan was established at the Institute of Cybernetics of the Academy of Sciences, where leading scientists of this institute organized extracurricular classes with gifted students.
Shavkat Fozilov has developed effective methods for selecting informative features that allow forming models of recognition algorithms of optimal complexity by discarding noisy and low-informative features in pattern recognition problems. Currently, under the leadership of Sh. Fozilov, a new direction for our republic is being developed, related to the development of theoretical foundations of biometric technologies using person identification. These technologies have many practical applications and can be implemented, in particular, in access control to closed premises, active video surveillance systems, forensic examination, human-computer interaction, the “Safe City” system, and others.
Professor Sh. Fozilov has been working for many years as the editor-in-chief of the Uzbek journal “Problems of Informatics and Energy” of the Academy of Sciences of the Republic of Uzbekistan. He is also currently the scientific supervisor of a scientific project on fundamental research on the topic “Creation of theoretical foundations of integrated technologies for biometric authorization of users in information security systems”. In addition, in 1997 Shavkat Fozilov was awarded a letter of gratitude “For the early completion of work on improving models for predicting the influenza epidemic and active participation in machine-building construction”, and in 1987 — a bronze medal “For achievements in the development of the national economy”.
Under the scientific supervision of Professor Shavkat Fozilov, 4 Doctors of Sciences and 16 Candidates of Sciences and Doctors of Philosophy have been trained.
